We’re excited to be holding our annual Convention in downtown Holland for the first time! The city has a delightfully walkable downtown, and that’s just what you’ll get to experience this year.

In this European-inspired setting, municipal officials will have the opportunity to hone their leadership skills. Learn how to make ethics an integral part of your leadership style, partner with the business sector to boost the vibrancy of your community, and absorb the lessons presented by relevant U.S. Supreme Court decisions. We’ll also show you the power of beautifying your city with flowers, trees, and other environmental and lifestyle enhancements, and much more!

Housing reservations will only be accepted for registered Convention attendees with a personalized housing registration code. Within 48 hours of the League receiving your conference registration form, you will receive a confirmation email containing your registration information, your personalized housing code, and all housing options secured by the Michigan Municipal League.

Presented by the Michigan Black Cacus of Local Elected Officials. A panel of government leaders will discuss strategies used to build trust and foster positive relations between citizens and law enforcement. Panelists will include Holland Police Chief Matt Messer, Holland Human Relations Director Esther Fifelski, Ottawa County Sheriff Steve Kempker, Michigan Civil Rights Representative Mark Bishop, and Muskegon Heights Mayor Kimberley Sims. Executive Director Robert Stevenson of the Michigan Association of Chiefs of Police will also speak about the MACP Law Enforcement Accreditation Program.

Don't miss this opportunity to gain an in-depth understanding of governing as a general law village. This session will cover specific sections of the General Law Village Act based on frequently asked questions to the League: duties of officers (president, trustees, clerk, treasurer, and manager, if the village chooses to have one); council (rules of proceedings, quorum, compelling attendance, publication of proceedings); filling vacancies; residency; default; compensation; ordinance publication/synopsis; and allowable millages. In addition, the workshop will address incompatible public offices and village committees.

When the relationship between the City Manager the City Council breaks down, forward motion slows; time and resources are wasted; trust and respect are damaged and, ultimately, the community will not get what it deserves. What are the signs that counseling may be in your future? What strategies should be in place to keep your city off this path in the first place? What steps can you take to mend or improve the way your executive team works together? Come hear from both sides of the equation and learn firsthand what are the appropriate roles for elected officials and managers, what strategies can be put into place to help build a productive relationship, and hear examples directly from some seasoned elected officials and managers.

There is a growing body of evidence that Michigan’s housing stock does not sufficiently meet the type of living options demanded by the younger workforce or empty-nesters. In many communities, housing for mixed income levels is in short supply. On this mobile tour, you will see and hear how the City of Holland and its partners are addressing some of the barriers and challenges of developing more diverse housing stock in their community as part of their larger talent attraction and economic development strategy.

Select one Thursday lunch session per attendee and guest. Operating a motor vehicle in response to an emergency presents unique challenges. In this session, you’ll learn about exemptions in the law and the standard of care the operator must meet. Presenters will also discuss how the operation of emergency vehicles can impact governmental immunity and how to reduce the incidents of inappropriate operation or crashes. Police and public safety administrators will explain and demonstrate how they electronically monitor employees when operating motor vehicles, and how that audit process impacts decision-making.
