Grants and Funding Opportunities

Over $1.2 trillion will be available to communities, states, non-profits, and other entities through the federal Infrastructure Investment and Jobs Act (IIJA), and over $6.5 billion in Michigan through the state’s American Rescue Plan Act (ARPA) funding. This presents substantial opportunities for Michigan communities to access and deploy long-needed resources to improve local economies and well-being.

There are many sources of information available regarding grant funding through these programs. Below you’ll find a resource table containing information on state and federal funding opportunities through ARPA, IIJA, and others.

Michigan Department of Health and Human Services Low-Income Household Water Assistance Program (LIHWAP),

Deadline: Rolling – final deadline September 30, 2023, unless funds are depleted prior to that date. This is a temporary emergency program to help low-income households pay overdue water and wastewater bills. Michigan received emergency funding from Congress to administer this program that is available to low-income homeowners or renters. Funding is administered through Michigan Department of Health and Human Services (MDHHS) to Community Action Agencies (CAAs) statewide.

US Department of Agriculture Rural Development Water and Environment Programs,

Deadline: various

Through Rural Utilities Service Water and Environmental Programs (WEP), rural communities obtain the technical assistance and financing necessary to develop drinking water and waste disposal systems. Several different grant programs are available to rural communities.

Now Available for Small Communities until October 2022, but potential grantees are encouraged to apply early while supporting funds are available.

Department of Energy Renewables Advancing Community Energy Resilience (RACER) funding opportunity,

Deadline: May 26, 2022 for concept papers, July 25 full proposals

$25 million in funding for projects to enable communities to utilize solar and solar-plus-storage to prevent disruptions in power caused by extreme weather and other events, and to rapidly restore electricity if it goes down.

US Department of Agriculture Rural Development Economic Impact Initiative Grants in Michigan,

Deadline: open

This program provides funding to assist in the development of essential community facilities in rural communities with extreme unemployment and severe economic depression.

Safe Streets and Roads for All Grant Program, US DOT,

Support for local safety planning and safety implementation projects like improving pedestrian or school crossings, updating traffic and street lights, or separating bike lanes. This program provides $5 billion over the next five years in direct support of local governments. Deadline is September 15, 2022.

Enabling Middle Mile Broadband,

The Enabling Middle Mile Broadband Infrastructure Program provides funding for this vital part of our nation’s high-speed network. With $1 billion in funding, the program will reduce the cost of bringing high-speed internet to unserved and underserved communities. Deadline is September 30, 2022.

National League of Cities (NLC) Local Infrastructure Hub,

Funded with support from over a dozen philanthropies, the NLC’s Local Infrastructure Hub helps local leaders navigate and understand the large quantities of information from the federal government on the nearly 400 funding opportunities available through the Bipartisan Infrastructure Law. And it will help cities and towns develop competitive funding applications that are most likely to be awarded federal grants. There will be a special focus on helping traditionally underserved cities and towns.
