Criteria for Local Jobs Today

1. Projects that are eligible will be from Rural Task Force & MPO list effective on the day of enactment of the legislation.

2. Earmarked projects will have first priority for funding if they can be advanced.

3. CRAM/MML will prioritize a list of projects eligible for funding & submit the list to MDOT’s Bureau of Transportation Planning and MDOT’s Local Agency Programs.

4. CRAM/MML will identify 10% worth of alternate projects in case the projects originally selected are not able to move to construction prior to sunset of funding.

5. State match for High Priority Projects will be based on 87% of the earmarked funding identified in the bill approving the project.

6. State match for local federal aid projects will be based on the federal funds identified in the STIP/TIP on the day of enactment of the legislation.

7. The additional federal funds needed to cover the increased project costs (higher bids, extras or overruns) will not be eligible for increase in state funds, but will require the locals to match the increase in Federal funds.

8. Any increase of federal aid, on a local federal aid project, is capped at no more than 25% over the federal funds identified in the STIP/TIP or whatever is approved by the Rural Task Force (RTF) or Metropolitan Planning Organization (MPO).

9. Projects which are advanced that do not have funding available in the year to be constructed will need to be advance constructed. The federal portion of the project will be converted as federal funds become available. Local road agencies are responsible for any interest on funds borrowed to cover projected federal aid.

10. Only bridges funded with federal earmarks will be eligible to participate in this program.
