The Michigan Municipal League’s Municipal Manager Pool may be the answer!

A Valuable Resource For Communities, A Creative Option For Managers

The Manager Pool is not only a resource in times of transition, it also provides some creative solutions for communities in need of professional municipal management on a part-time or short-term basis. For example, to manage a large capital improvement project, assist with budget development or negotiate an employment contract. Not to mention communities seeking professional management on an ongoing, part-time basis.

And, from the managers’ perspective, this may be a creative option for municipal managers seeking alternative employment arrangements or for those seasoned professionals who want to “phase into” retirement.

Manager Pool Requirements

In November, 2005, the League worked with the Michigan Local Government Management Association (MLGMA) to develop the following guidelines related to inclusion in the Manager Pool:

Municipal Managers included in the Pool must:

1. Be a member in good standing with MLGMA;

2. Complete a questionnaire (available here) to ascertain:

    • specific interest in interim assignments (geographic preference, times/days/length of assignment, etc.)

    • areas of professional expertise

    • experience in public management

    • references (to be checked by interested local communities)

3. Attach a résumé to be viewed by interested communities

4. Membership with International City/County Manager Association (ICMA) is strongly recommended

This criteria helps to ensure persons in the Pool are subject to an ethics code, remain abreast of professional developments in local government management, and have opportunities for professional development and related resources.

The information collected on the questionnaire, along with corresponding résumé attachments, is accessible by member communities through the League’s password protected “Members Only” area of the website. Members who do not yet have a username and password must apply at http://www.mml.org/member_account_form.php.

Limitations of the Municipal Manager Pool

It is the League’s intent to provide the municipal manager pool as a convenience to our members and professional public managers. The Michigan Municipal League does not employ individuals directly or indirectly through this service and in no way endorses or recommends any person on the list. The League will not conduct reference or background checks or perform any other employment screening related to this list. Rather, member communities are strongly encouraged to undertake these critical employment activities independently. As well, member communities will be responsible for negotiating the terms and conditions of employment independently with the individual they select.

Executive Search Services

The League also offers comprehensive Executive Search services to assist communities in recruitment and selection of traditional, full-time permanent municipal managers. Assistance in selecting an interim manager is available as a component of the broader executive search process and can be incorporated into that service agreement.
