Charters

What is a Charter?
Since the adoption of the Michigan Constitution of 1908, Home Rule City Act of 1909, and the Home Rule Village Act of 1909, the citizens of Michigan communities have been able to exercise local self-government by adopting a charter to fit their own particular needs. The charter establishes the powers and duties of all city officials, prescribes procedures to be followed in operating the government, establishes safeguards to protect against misuse of authority and it provides opportunities for citizen involvement.
