Elected Officials Academy Level Three: Governance Award

The Goal
To encourage and recognize the efforts of local elected officials to achieve an outstanding level of education and leadership beyond that obtained in Level Two and their continuing dedication to excellence in municipal governance.

Note: You will receive full EOA credit for repeating a class.

Prerequisites
An individual must have received both the Education Award and the Leadership Award of the Elected Officials Academy. Upon completion of the required credits in each program area for the first two awards, all new credits earned in each program area go toward the Governance Award. Some credits may be counted toward the Governance Award before requirements for the Leadership Award are completed. Credits claimed for the Education and Leadership Awards may not be claimed toward the Governance Award.

Requirements
To receive the Governance Award, elected officials must accumulate an additional 45 credits beyond Levels One and Two for an Academy total of 100 credits as follows:

Conference Attendance

5 credits

Leadership Roles

10 credits

MML Elective Courses

12 credits

Additional Leadership Roles , Elective Courses, Conference Attendance and/or by attending approved educational programming offered by other organizations.

18 credits

Leadership Roles
Ten credits must be earned by serving in the following Michigan Municipal League or National League of Cities leadership roles. Service includes attendance at a majority of scheduled meetings.

Service as a Panelist or Speaker at a MML event

2 credits

Service as a Moderator, Invocator or Volunteer at a MML Legislative Conference or Convention

1 credit

Written testimony before the State/Federal Legislature

1 credits

Oral testimony before the State/Federal Legislature

2 credits

Service as a MML Committee Member (2-year term)

1 credit/year

Service as a MML Regional Officer (1-year term) (3 credits max.)

Service as a MML Board of Trustees Member/EOA Board member (3-year term)

Service as a MML Advisory or Planning Committee Member (i.e. Convention Planning Committee)

Service as a MML Michigan Municipal Workers Compensation Fund Board Member (3-year term)

Service as a MML Michigan Municipal Liability and Property Pool Board Member (3-year term)

Service as a MML Affiliate Officer (1-year term)

Note: Participation with service organizations such as United Way, Lions Club, Rotary Club, Kiwanis, American Legion, VFW, Elks Club, community foundations, historical societies, only qualifies for a leadership role if served as chair.

 

Conference Attendance
Five credits must be earned by attending MML or NLC Conferences. The following Michigan Municipal League and National League of Cities conferences are eligible for credit in Level Three: Governance Award.

Elective Course Topics
12 credits must be earned by attending MML Elective Courses. Elected officials enrolled in Level Three: Governance Award may attend as many elective courses in the following topic areas as they choose:

This handbook contains a list of some elective topics and courses. Promotional brochures will be mailed as details of the courses are finalized. Elected Officials Academy credits will be specified on MML workshop brochures. The list of individual courses is likely to vary in response to the changing needs of local government.

Advanced Elective “Weekender”
To assist officials in the process of obtaining Level Three credits, Advanced Elective Weekender classes will be offered periodically throughout the year. Nine credits will be offered.

Tentative Schedule:
Friday evening
Check-in: 5:30 p.m. to 6:00 p.m.
Elective Class: 6:00 p.m. to 9:00 p.m.

Saturday
Check-in and Continental Breakfast: 7:30 a.m. to 8:00 a.m.
Elective Class: 8:00 a.m. to Noon
Networking Lunch: Noon to 1:00 p.m.
Elective Class: 1:00 p.m. to 3:00 p.m.

These courses will also be offered in a variety of three- to six-hour programs in the evening and on weekends at different locations throughout the state year-round.

Other Educational Programming
Credit may be granted for participation in approved educational programs offered by private or public organizations. (Agenda and proof of attendance must be submitted.)

The Governance Award
The Elected Officials Academy’s Governance Award will include a pin and plaque in recognition of this accomplishment. The award will be presented by the executive director of the Michigan Municipal League at the appropriate Regional Meeting and at the MML Convention.

A special award will be presented at the League’s Annual Convention for any council or commission in which all members have completed one or more levels of the Academy. Your city or village is responsible for notifying the League if this achievement is reached.
