One of the first acts of this Legislature was to pass PA 4 of 2011, the Local Government and School District Fiscal Accountability Act which replaces PA 72 of 1990. While passage of the act grabbed national headlines and spurred protests, most communities will never find themselves under an Emergency Financial Manager’s (EFM) control. It is, however, very important that local leaders understand the important changes and triggers of the new EFM process. Best Practices in Local Government Fiscal Management, hosted by MSU and the Michigan Chapter of the Turnaround Management Association, is designed to assist elected and appointed local officials, private sector turnaround consultants, and government managers who are interested in understanding the cutting edge set of best practices in running and managing local governments and school districts during a period of fiscal strain and stress.
