Stay current on the latest legal issues affecting Michigan local governments. Attendees will hear various presentations from several experts who will review recent court decisions and legislation, challenges being faced, strategies, and examples. The program will conclude with a Cracker Barrel session at which the attorneys are asked to bring their questions and their successes. This is a perfect opportunity to “meet and greet” your colleagues while you network and exchange ideas and experiences. You will leave this session with a better understanding of current legal issues and the impact they will have on the municipalities you represent.

  • Luncheon Speaker: Bill Ballenger, editor/publisher of Inside Michigan Politics, will analyze the changes and implication to Michigan government as the result of the 2010 election. He has been dubbed by the Detroit News as “Michigan’s Undisputed Crown Prince of Pundits.” In addition to editing and publishing the Inside Michigan Politics newsletter, he appears frequently on radio and television nationally and throughout Michigan.

  • Attendance at the 25th Annual Advanced Institute meets the following Academy of Municipal Attorneys educational requirements: 1 Educational Requirement, or 6 hours of elective education credits.

The Michigan Medical Marihuana Act & Your Community

The Michigan Medical Marihuana Act has been in effect for over a year, yet there are still many unanswered questions. How and where is medical marijuana dispensed? What are the implications for a municipality as an employer? On average, the state Department of Community Health is receiving 71 medical marijuana patient applications a day. What does that mean for your community? Do you understand what the Act entails? Attend this session and discover the likely impacts of the Act on local units of government. There will be discussion on the right to farm, dispensaries, and zoning.
Upon completion of the program attendees will be able to:

1. Discuss an overview of the Act.

2. Explain how the Act impacts municipalities.

3. Identify some of the points that remain unanswered.

Labor Negotiations 101

As a councilmember, have you ever wondered what goes on during labor negotiations in your community? Attend this workshop on the basics of labor negotiations and learn the ins and outs of the terminology, the Public Employment Relations Act (PERA) and other laws, and what role the mayor and council play in negotiations.

Upon completion of this workshop, attendees will be able to:

1. Discuss the Public Employment Relations Act (PERA), among other laws.

2. Define and interpret Act 312 and its role in local government.

3. Explain what goes on “in the room,” and the role of the city manager and elected officials during labor negotiations.
