Economic Vitality Incentive Program Citizens Guide and Dashboard Requirements 
The Michigan Department of Treasury has released the Economic Vitality Incentive Program Citizens Guide and Dashboard requirements. The guidelines contained in the letter explain how eligible local governments can qualify for the first of three components, in which they can qualify for 1/3 of the funds attached to the revamped statutory revenue sharing program. Reforms Still on Senate Floor – Expecting Concurrence in the Fall – The Senate met for a few hours last week and unfortunately did not concur on several pieces of legislation we were hoping to conclude then. The biggest is SB 7, the bill changing health care to a hard cap or 80/20 (with a local opt out). The Senate did not concur on the House-passed version.
