League Earns Last-Minute Approvals From Lame Duck Legislature

Although there were only six full session days in the 2010 Lame Duck session, the League was still able to get many of our priorities through, from sewer bond dollars to bond refinancing to transit-oriented development and much more. A snapshot of the last few days of session can be found here. The bills are explained more in depth in the State Affairs section below.

State Affairs Update

Bond Refinancing Legislation Victory! – A big win that the League has been working on for a couple of years was the passage of the main bill (HB 5550) in the municipal bond debt refinancing package last week. The other three bills (HBs 5551-5554) were held up for political reasons, but the League is very optimistic that they will be passed in the spring. This package of bills would give local governments the ability to refinance debt to make lower payments and stretch out terms, much like what people do with their home mortgages. MORE>

Lame Duck Congress and Collective Bargaining – As Congress returns from its Thanksgiving break, it remains to be seen what might actually be accomplished. It is likely that Democrats will do all they can to move through some issues while they still have control of both the House and Senate. One of those issues that might see the light of day is mandatory collective bargaining. MORE>

ShopMIDowntown Holiday Challenge Has Begun – ShopMIDowntown is underway! A coalition of statewide groups is issuing a “ShopMIDowntown Holiday Challenge” to all Michigan residents. The “ShopMIDowntown Holiday Challenge” asks individuals and organizations to do at least 75% of their shopping this holiday season in downtowns and Michigan Main Street Districts. MORE>
