This morning the Senate Reforms, Restructuring and Reinventing Committee reported the House Urban Cooperation Act package, HBs 4309-4312. You can view the language passed in the Senate versions here: HB4311.s1.pdf (14.48 kb)
The bill attached is the Intergovernmental Transfers Act; however, the same language was inserted into HBs 4309, 4311 and 4312.
This language represents a significant improvement from the status quo and will help communities control costs.
The panel also reported SB 493, a bill amending PERA to make creation of an authority a prohibited subject of bargaining.
The intention is to complete these reforms before the legislature's summer break at the end of next week.
