This afternoon the Speaker released the first draft bill of his health care plan.  The bill creates a 13 person governing board to oversee the plan (known as the Michigan Health Benefits Program Act). This board will include 4 members representing the interests of state, municipal, public education and public safety employees.  The office of the state employer will recommend health plans to the board who will then choose plans that the local units will be able to choose from. The bill does contain an opt out provision if the local unit can prove the cost of another plan is 5% lower.  We do remain concerned that without substantive reforms to PA 312 any savings from such a plan is significantly negated.
