The Senate met for a few hours today, and unfortunately did not concur on several pieces of legislation we were hoping to conclude today. The biggest is SB 7, the bill changing health care to a hard cap or 80/20 (with a local opt out.) The Senate did not concur on the House passed version. The bill is now headed to conference committee to iron out the differences.

Additionally the Senate did not vote to concur on the PERA changes (SB 493) or minimum staffing (SBs 485-492). There are several Senators absent today, and there would potentially not be enough votes for immediate effect.

The Urban Cooperation package (HBs 4309-4312) is still a work in progress. There was a workgroup held yesterday that was quite productive, so I anticipate that will be done relatively soon in the fall.

Despite these delays, we are still in a positive place with these reforms and expect them to be completed early in the fall.
