HB 5880, the general government bill, was defeated in Senate Appropriations today. The bill had a 3.1-percent cut to statutory revenue sharing (a 1.25-percent cut to blended constitutional and statutory payments). All of the members except one "passed" on the vote (which is like an abstention. One member voted in favor of the bill. The League (Mayor Karen Majewski of Hamtramck and I) were joined by ArtServe Michigan, the Michigan Townships Association and the Michigan Association of Counties in opposition to the bill in committee. Committee testimony is attached below. This legislation is up for committee consideration again tomorrow morning at 9 am.
