Last session Blue Cross Blue Shield of Michigan (BCBSM) was pushing hard for individual market reform. The bills passed through the House in the fall of 2007 and were never taken up by the Senate. This year individual market reform legislation is back and has been introduced in both chambers, although there are differences in the two packages. House Bills
4934 and
4935 change the existing regulatory structure to mandate all carriers guarantee coverage on all products among a number of other changes. The Senate plan (
SBs 579-582) is a little different because there is no regulatory relief. The Senate package also requires an up to 1.8% surcharge on carriers that would be passed along to customers. We're still reviewing the legislation, but it's good to know this issue is being discussed.
