The federal Office of Management and Budget and the Department of Energy have both recently issued additional guidance for dealing with ARRA related programming.  The Department of Energy, has issued Buy American provisions for energy efficiency and renwable energy projects, as well as guidance on retooling and manufacturing programs using State Energy Program (SEP) funds, Davis-Bacon act requirements and NEPA requirements for SEP and Energy Efficiency and Conservation Block Grant projects. The White House Office of Management and Budget (OMB) released updated ARRA guidance concerning jobs counting and data quality.   Arnold Weinfeld is the Director of Strategic Initiatives and Federal Affairs for the Michigan Municipal League. You can contact him at 517-908-0304 or by e-mail.
