Yesterday a workgroup was held to discuss changes to PA 312. It was attended by both sides including the League and lobbyists representing the police and fire unions. As expected, inserting a definition of "ability to pay" in the statute was a sticking point for the unions as they think it is clearly defined in statue. We obviously disagree and will be crafting a succinct definition of ability to pay for review and discussion (and most likely arguments) at the next meeting. The workgroup was as passionate as expected, but the fact that these discussions are even happening is a testament to the need and hopefully desire for real government reforms in light of the budget situation.
