Yesterday afternoon the second workgroup on PA 312 convened late in the afternoon.  The workgroup went about the same as the first one with the ability to pay being the sticking point. The League presented its definition of ability to pay and the union representatives disagreed that there was a problem. Senator Jansen is looking into arbitration awards to see what the impact of these awards has been on communities.
