The House is expected to consider HB 4801 on Tuesday. This bill allows local units of government to create ordinances for safety inspections of mobile home rentals.  Under current law, only the state can do inspections when someone complains.  We have had a few communities try to create their own rental inspection ordinances, but the state Mobile Home Commission rejected them.  One community sought an attorney general opinion on the matter, and the AG apparently said that the community would need to pass new legislation to be allowed to do this.  So that is what HB 4801 would do.  The bill, as it passed committee, allows a community to inspect rental mobile homes. The inspections have to be consistent with state and federal codes, and the properties can only be required to be in the condition that they had to be when they were first approved.  The mobile home community has been fighting this and is crafting an amendment that defines “safety inspection” which may attempt to redirect control over the issue to the Michigan Manufactured Housing Commission – a move that would essentially gut the bill. Please contact your Representative ask for their support for the bill (without any amendments that gut it).
