The League has received a communication from the Michigan Department of Transportation regarding MDOT’s 2012 Standard Specifications for Construction.
The use of the 2012 Standard Specifications for Construction on local agency projects will begins with the November 4, 2011 bid letting. Projects let prior to this date will not be required to use the 2012 Standard Specifications for Construction. Exceptions for utilizing the 2003 Standard Specifications for Construction, or after November 4, 2011, will be considered if the project is currently on the approved S/TIP for 2012, the Program Application was received by MDOT prior to May 19, 2911, and at least on of the following criteria is met:
- Project cannot be delayed due to lead time required for material procurement, permit conditions, seasonal restrictions, etc.
- Project includes items that are significantly impacted by new specifications ro revised language in the 2012 Standard Specifications for Construction
- Significant design has been performed that will be impacted and require change
Exception requests must clearly demonstrate the impacts of using the 2012 book, including specific ties to the above criteria. Projects that have minimal design effort to produce contract documents will not be granted exception (i.e. log jam projects such as chip seals, joints, etc.).
The deadline to request an exception to use the 2003 Standard Specifications for Construction on or after the November 4, 2011 letting is now 3:00 pm on Friday, July 8, 2011. These requests must be submitted to the appropriate Local Agency Programs staff engineer.
