The House and Senate have passed HB 4801 (S-1)
which allows local units of government to inspect mobile home rentals. Under current law, the state can inspect
mobile homes when there are complaints, but locals cannot create their own
ordinances. The bill allows for safety
inspections of rental mobile homes to ensure proper functioning or protection
of the furnace, water heater, electrical wiring, propert sanitation and
plumbing, ventilation, heating equipment and structural integrity. The League was also able to insert an
amendment adding smoke alarms. Although
the League is supportive of the bill, we did oppose one provision which only
allows locals to inspect once every three years unless there is a
complaint. We were not able to get the
Senate to agree to fewer years or to agree to match mobile homes with
stick-built homes. Even without that
amendment, though, passage of this bill is seen as a positive step for
communities. The League expects the
Governor to sign the bill, and the law will become effective as soon as that
happens.
