In the last week of session, the legislature passed SB 618, the main component of which lifts the cap on charter schools in Michigan. However, as noted in prior Legislative Links, the version that passed the Senate exempted all property owners who lease to charter schools from paying property taxes. The League was opposed to this provision and testified in committee regarding this being a privledge that no other property owners enjoy - because exemptions are given for certain nonprofits who own and occupy their facilities. The House took the tax exemption out for all millages except the local school operating millages and the 6 mill State Education Tax. So, those parcels will be partially exempt - but it will not impact local government revenues.
