Yesterday Dan and I testified in the Public Employee Health Care Reform Committee on the Speaker's health care pooling proposal codified in HB 5345.  We focused on testimony on the fact that pooling is nothing new to local units of government.  The League has been pooling for property and liability insurance and has had a group purchasing plan for health care for decades.  We want our members to have access to the most cost effective health care with the highest level of benefit and know this is possible through competition in the marketplace.  While the plan does have an opt out provision, it requires an actuarial study which can be quite costly. Dan also briefly discussed the impact on collective bargaining. The Speaker's white papers indicate a savings of up to $900 million dollars, and this point no one has clearly illustrated how this plan gets to that level of savings. The committee will continue work on this proposal in the coming months.
