The House Great Lakes Committee today passed HB 5580, legislation to put a moratorium on all new digital billboards. This bill received significant testimony over the last few months. The Michigan Municipal League joined Scenic Michigan in supporting this legislation.

The League supports a moratorium on new digital billboards while the federal government conducts a study regarding the safety of these billboards. Should the study find that these billboards are not safe, the existing billboards would become non-conforming and communities would have significant costs if they want to ensure that those billboards are brought into compliance due to takings claims for the removal of the signs.  As such, there should be a moratorium while the study is conducted.
