Late this afternoon the House Local Government Committee considered HB 4777, a bill that amends the Public Employment Relations Act (PERA), to make consolidation a prohibited subject of bargaining.
The intent of the legislation is to allow local officials and management to make the decisions to consolidate or create authorities independent of the bargaining process. The legislation does require bargaining of a new contract under the new consolidated entity that is created.
