House holds second yard waste hearing

This morning the House Energy & Technology Committee held a second day of testimony on House Bills 4265 and 4266, which would lift the yard waste ban exemption for specific landfills that meet the criteria to be a landfill energy production facility.

The League testified in support of the bill. The chair decided not to report the bills but rather will be holding a workgroup to iron out differences between the parties.

It's disappointing to read that the League is supporting this environmentally and fiscally unsound practice. Taking up landfill space with yard waste that should be composted is a practice that shouldn't be defended, much less endorsed.

Thank you for your comment. The League has supported this legislation the last 2 legislative sessions as well. We have a number of communities who are supportive from an efficiency in collection standpoint and also several communities whose municipal landfills meet the criteria to create energy using yard waste under the act. This is an option for communities, so those communities who want to keep yard waste separate and continue to compost are more than welcome to do so. This bill allows for local control.
