The House Tax Policy committee just passed revenue increases including a personal exemption index freeze (expects $55 million in revenue), a 15% MBT tax expenditure reduction ($116.1 million) and a 3% physician QAAP ($52.5 million). These were all done on a party line vote with Democrats supporting. The Republicans attempted unsuccessfully to tie the bills to Urban Cooperation Act and other reforms. The GOP did successfully get amendments for government transparency and repeal of lifetime benefits for legislators. The House has been locked in all day with a Call of the House. We expect the House Appropriations Committee to meet sometime this evening to take up a few other revenue increases before they are put up for a vote on the floor. The Administration has indicated that it would devote a portion of the revenues to restore revenue sharing to FY09 levels.
