Last week the Citizens Rearch Council (CRC) of Michigan issued a report analyzing existing collaboration in the metro Grand Rapids area. The report indicates several impediments to cooperation including the Urban Cooperation Act.  As revenue sharing continues to be cut at the state level, it's imperative that lawmakers find a way to give local units of government more control over costs by amending these barriers to cooperation.
