Not waiting for the legisalture to finish budget deliberations, the governor has issued Executive Order 2009-36, abolishing the Department of History, Arts and Libraries and sending its various divisions to other departments in state government.  The Library of Michigan is being transferred to the Department of Education and the Michigan Council for Arts and Cultural Affairs to the Michigan Strategic Fund.  The State Historic Preservation Office is going to MSHDA.  Many other agencies are being transferred to the Department of Natural Resources including the Michigan Historical Commission, State Archives, Mackinac Island State Park Commission, and other commissions developed around specific events and commemorations.    If it wishes to disapprove the order, the Legislature must do so by majority vote of both the House and Senate in the next 60 calendar days.
