The Congress has passed and the President signed into law a measure that cuts federal spending by $4 billion and funds the federal government until March 18th.
Republicans and Democrats who voted yes, did so reluctantly, with many Republicans not happy with another stopgap measure and Democrats unhappy about the cuts.
The $4 billion in cuts appears to be taken out of many of the earmarks and reductions that the Obama administration had already endorsed.
