The Federal Transit Administration is seeking comments from cities on proposed changes to the "New Starts and Small Starts" transit project criteria for federal funding. The current notice asks for suggestions on the inclusion of factors such as environmental benefit and economic development impact in determining the effectiveness of a project and whether to recommend federal funding.

Comments are due to DOT by August 2, 2010. All cities considering a request for federal aid now or in the future are encouraged to review the proposed rules and provide feedback on how these changes would impact their communities and transit projects.
