Such is theme of an article in last month's Governing Magazine, and more specifically recent remarks from federal Transportation Secretary Ray LaHood when discussing the future of federal funding for cities and specfically transportation funding.  Its a song I've heard sung since this new federal administration arrived in Washington some 10 months ago and was evident last week at a CEO's for Cities conference during a panel discussion on a new transportation funding bill.  There, Polly Trottenberg, a Assistant Secretary of Transportation Policy, made clear that moving forward, it is the desire of Transportation Secretary LaHood to provide additional funding incentives to those communities within a region that collaborate on a multi-modal transportation plan.  Now, the question local officials and communities need to ask is, are we ready?
