The National Brownfield Association (NBA), Michigan Chapter, has proposed a new model for the Brownfield and Historic Credits. The NBA is a group of developers that do Brownfield projects in communities. I have been in contact with them about the elimination of the Brownfield and Historic credits.

The proposal is attached below for your review. This document proposes that existing Brownfield and Historic credits be offered as a combination of grants and credits.  Credits would still be issued and assignable (able to be sold), but grants would also be issued in some situations. 

The second part of the proposal creates new Brownfield loans.  These would be loans issued directly to the developer, but the developer would not have to repay the loans.  Instead, the loan would be repaid with local and school Tax Increment Financing.  It specifies that the first available TIF would be used to reimburse eligible expenses in years 6 through 25. 

I invite all local officials and staff to review this plan and send me comments by the end of the week, as either this plan or some other plan dealing with these credits is expected to move soon.
