The House Transportation Committee today considered and passed legislation dealing with billboards.  While the original bill, introduced yesterday, caused some concerns, the legislation was amended in committee to satisfy all parties.  Rep. Andrew Kandrevas (D-Southgate) sponsored HB 5122 in order to solve a problem that MDOT was having in terms of coming to terms with billboard companies for late payment fees.  The bill will accomplish this, and will restore old law (mistakenly deleted) that will allow service organizations and churches to have small signs posted on roads.  Examples of these signs are Kiwanis and Rotary and church signs attached to “Welcome” signs for communities.  This is no longer allowed under the law and will now be allowed again.  The League worked with sponsor as well as with Scenic Michigan, MDOT, and Adams Outdoor Advertising to allow for the fees to be negotiated but not allow for any new billboards or other changes to the agreement from 2006.
