The Legislature sent HB 5566 to the Governor for her signature. This bill will allow Brownfield authorities to purchase and clear title for properties to be redeveloped. Land banks currently have this power, but Brownfield authorities (BRA’s) do not. This legislation can be used by all communities, but was pushed by the cities of Kalamazoo and East Lansing. After lengthy discussions with the Department of Treasury and MEDC, it was agreed that this new acquisition power for Brownfields would include local TIF only. This was not the idea solution for communities, but the MML members believe that they can do what they need to do in terms of acquisitions with local TIF.
