I just left the appropriations committee when Summer got there, and there's a line outside the door of people waiting to get in the room. It's a mad house! They are strictly enforcing the fire code, so it's madness out in the hallway with lobbyists trying to get in. There's been some confusion about whether or not there would need to be a negative supplemental appropriations bill in addition to the executive order (EO).  Summer just learned that there only needs to be an EO to cut us right now because in the past there was an issue about whether or not money was actually coming in. This year we know there's no money coming in, so the cut can be done in the EO.  Summer is in the hearing now listening to the presentation. The Budget Director is giving a general update on the EO and getting ready to discuss details. The details regarding how the cuts will be distributed should be available shortly and we will have it on our website in a few hours.
